Capitol One Credit Card benefits?

According to the 3rd party review site, creditcards.com, they seem to give it good reviews on their rewards program. My father has excellent credit and the only thing I would say negative about capital one is that their interest is pretty high but he doesn't keep a balance from month to month. His interest is 24.99%! That's crazy and he was never late on the account either.
