Some questions about CPS?

Does CPS "target" low income/poor families? How much does a good lawyer cost to fight them? Are your chances of winning over false allegations greater if you have a paid lawyer? If you are well off financially, will CPS think twice about zeroing in on a certain family if it is obvious that there is no abuse?
