Is a payroll coordinator from home a scam?

there is this guy that goes by James Farrell 067 and he told me i can work from home as a payroll coordinator. he gave me a software called ezchecks, a fedex # and a bank account number to use. That sounds legit, but he wants me to send people m amounts of money ranging from $3000 - $9000. He says that he works for an oil company in france california and texas called "Oaeler" (something like that). I really need to know if this is a scam or not. He hasnt asked for any of my bank info. only my address. He said he would send me money through Western Union
